I too saw this building in NYC. I didn't know it was a Herzog. (It does seem to be about the skin). It also makes me think quite less of them. Way too much going on. The fence is nice, but the embossing on the panels behind it could have been left off allowing for a better juxtaposition between the two. Now there are two crazy (and too similar) elements, one behind the other....Distracting. Plus the embossing on the panels reveals a tackiness that I thought the much more elegant Herzog & de Meuron were far above.
